Geithner to help senator with mortgage refinance plan | HomeFinder ...

Senator Jeff Merkley recently set forth a new mortgage refinance plan to help American borrowers underwater on their mortgages, which has now been endorsed by Treasury Secretary Timothy Geithner.

According to HousingWire, Geithner said he would look into launching the pilot programs that would help more than 8 million underwater borrowers.

"We like the way you designed it," Geithner told Merkley at a Senate Banking Committee hearing Thursday. "It would help reduce the remaining pressures that housing has on the economy." The bill doesn't leave the taxpayer to pay for it."

The new plan would have the government buy underwater mortgages, and allow borrowers a variety of options to make them more affordable. Qualified borrowers could potentially reduce their principal, extend the term of their loan or decrease their rates mortgage rates.

Despite the optimism from Geithner, Patrick Pulatie of LFI Analytics told HousingWire he is skeptical about the program.

"As Fed studies show, loan-to-value for underwater borrowers is not a factor in defaults, unless there are income pressures. At that time, LTV may play a part in default decisions," he told the news source. "People who have the money to make payments, continue to do so, even if underwater."

PSYCHED AMERICAN

U.S. freestyle wrestler Jake Herbert is the team's resident jokester and could barely keep a straight face during a press conference on Saturday. But when asked how he flips the switch just before a match, he gave great insight into the mental approach of athletes competing in one of the world's roughest sports.

"You start to look at that guy across the mat and you start to think of what he's trying to take away from you (and think) 'He didn't work as hard as me. I know for a fact he wasn't up at 6 a.m., he wasn't hitting the bike until he puked. He wasn't hitting the weights as hard as me. He wasn't as dedicated as I am. He doesn't want it as much as I do.' And it starts that excitement. It starts getting my blood pressure going. It starts getting the hairs standing on the back of my neck."

Upon hearing Herbert's rant, teammate Sam Hazewinkel responded "I ready to go, man. Whew!"

Herbert and Hazewinkel will have to calm down though. The freestyle wrestling competition doesn't start until Aug. 10.

SHE MAKES A DIFFERENCE

There is nothing more important than the Olympics, right? How about a wedding?

Croatian women's basketball player Marija Vrsaljko skipped last week's exhibition game against the United States to get married.

The Americans pounded Croatia by 54 points in the game.

Having the lanky center back in the lineup is making a difference in the opener. She has eight points early in the third quarter and Croatia trails by just four points.

HOW MUCH?!

Day One in the Olympic Park and already visitors are feeling it in their wallets.

"Twenty-five pounds for a T-shirt!" exclaimed Catherine Goley of Birmingham, who was browsing through a London 2012 souvenir shop ? and made a hasty exit after finding nothing in her price range.

She had tickets for Saturday night's swim competition, but others without tickets came to the park just to check it out, paying 10 pounds ($15) to get in and another 15 pounds ($22) to go up the Orbit observation deck.

Colleen Whalen, of Cincinnati, Ohio, said she would have paid to go up since that's the only way to see inside the main stadium and the Olympic flame, but tickets were sold out.

Whalen, who won a ticket to the swim finals, said she briefly considered buying a ticket for the opening ceremony, but balked at the price for the remaining seats.

"The only tickets left were 1800 or 2300 pounds and yes, that's definitely out of my price range." (In dollars, that's a cool $2,800 to $3,570).

Brazilian rower Kissya da Costa has put her modeling career on hold to pursue her dream of Olympic gold at the London Games.

The 30-year-old, who advanced to the quarterfinals of the women's single sculls on Saturday with a fourth-place finish in her heat, says she hasn't posed in front of the cameras for two years because of the demands of her sport.

"I don't miss modeling," she told The Associated Press. "In Brazil, it doesn't earn you much money."

She now divides her time between rowing and studying nutrition at university, where she still has two years left in her degree.

US FEEL

From the Ludacris and Ice Cube blaring on the speakers to the cheerleaders and hype man who fills the breaks in the action, the presentation of basketball in London has a decidedly American feel.

An in-arena announcer tries to pump up the crowd, similar to many NBA arenas.

"Who here is supporting Croooo-aaaaatia?!?" he hollers.

"And who is supporting Americaaaaaa?!?"

The White Stripes, Queen and the Rolling Stones are also heard to appeal to the rock and roll set.

And for the basketball novices in the crowd, the announcer explains things like flagrant fouls and what happens when a team is in foul trouble.

SWEDISH STEEL

The bar used in the Olympic weightlifting competition is made of Swedish steel built to withstand 1.5 tons without snapping or losing its shape. That's four times more weight than the strongest competitors can lift.

The elasticity of the bar allows it to bend back into shape after each lift, says Erik Blomberg, CEO of Eleiko, the supplier of the weightlifting equipment used in London.

The plates consist of a steel hub coated with rubber. The firmness of the rubber is key, once the lifter lets go of the bar. "Not too soft so that it bounces out of control. And not too hard so that it damages the platform," says Bloomberg.

SYRIA'S BALANCING ACT

He's in a delicate position for sure.

The head of Syria's Olympic team at the London Games is choosing his words carefully to describe the ambitions of the country's athletes and the government, whose forces are bombarding his home city of Aleppo.

Maher Khayata said he was worried about his family, trapped in Aleppo during one of the most significant battles of the 17-month uprising in Syria. But he said the army is trying to "protect people and keep them safe."

Three Syrian athletes were competing on the first full day of competition in swimming, shooting and boxing Saturday. Back home, the army pounded Aleppo by helicopters to flush out rebels.

"There are two sides of the dispute," Khayata said. "One of them is fighting to seek power and the other side wants to keep the security of the country."

"I am a sportsman, not a politician. Everyone knows there are armed people and the army that is trying to protect people and keep them safe."

SLAPSTICK MISHAP

And now for something completely different.

It was bound to happen in the land of Monty Python and Mr. Bean: We've just had our first slapstick comedy-related mishap of the London Games.

The beach volleyball venue at Horse Guards Parade has been playing the "Benny Hill" theme over the loudspeaker while the raking crew smooths out the sand during timeouts. That inspired a couple of fans to mimic the show ? in short, to start running around the concourse between the upper and lower sections, chasing and being chased by a pair of blondes in skirts.

The crowd loved it, and the P.A. announcer also egged them on, until one of the blokes ran smack-dab into an Olympic volunteer.

The crowd gasped.

The two quickly hugged it off and went back to their respective duties: She resumed directing fans to their seats and he headed for the beer concession.

The volunteer, who declined to give her name, said she was uninjured. The fan, who said to identify him and his mate as "The Murray Brothers," seemed more concerned about spilling some of his beer.

The Associated Press has learned exclusively that it was not his first of the day.

So, no crisis here. Until a giant cartoon foot comes out of the sky and stomps out the venue, that is.

QUEEN'S STUNTMAN

Gary Connery has completed more than 880 sky dives in his career as a stuntman ? but never dressed as a woman.

He donned a dress and silver wig as Queen Elizabeth II, while his colleague Mark Sutton doubled for James Bond actor Daniel Craig, as the pair leaped Friday night from a helicopter above Olympic Park as part of the big surprise in the four-hour opening ceremony.

"Love the dress, will see if I can keep it," Connery tweeted after landing on a narrow bridge beside the stadium, a stunt he and Sutton had been training for months to do.

Connery's no slouch as a stuntman. Earlier this year he jumped 2,400 feet (730 meters) from a helicopter and landed ? without using any parachute at all. Instead he used a carpet of 18,600 cardboard boxes to break his fall.

STAG DO

A rowing regatta isn't the usual place to start a bachelor party.

It worked out just fine for husband-to-be Martin Stanning, though, as he watched sister Heather romp to victory in the women's pair with partner Helen Glover at Dorney Lake? setting a Olympic best time in the process.

Martin was under orders in the "stag do" ? as it's called in Britain ? from his older brother Alistair, who was organizer-in-chief. His parents were there, too.

5 Tricks for Saving Money on Pets | GradSave

They begged for the dog. ?We?ll feed him. We?ll walk him. We?ll take care of him,? the kids pleaded. Lies. All lies. Like it or not, you?re stuck with this giant creature who eats his weight in kibble each morning and requires trips to the doggie spa, doggie doctor, and doggie park. As Fido?s expenses are slowly eating away at your kids? college savings funds, and he?ll send you all to the poorhouse if you don?t figure something out soon. Before you send Fido off to the pound, give these money-saving tricks a try.

  1. Buy in bulk. The more food you buy at a time, the cheaper it gets. This is true whether your pet is furry, feathered, or finned. Be sure to buy an air-tight container to store the food in ? mice and rats are attracted to animal food and if your children see the mice and rats, you will have more ?pets.?
  2. Sign up for discount programs. Most major pet stores have loyalty programs. You may have to spend a chunk of change before the savings kick in, but you?re going to spend a ton of money on the creature anyway. The programs themselves are usually free to join and rewards accrue over time. Many vets also offer discount programs, although some may have yearly dues. Stay away from pet insurance programs; the exclusions are numerous and the premiums can be hefty.
  3. Practice preventative care. Vets can be expensive, but the fee for a regular check-up is much less than the price of emergency care. Do not wait until Fido, Fluffy, or Polly begins to show signs of being unhealthy. Explaining to a five-year-old that their pet died because mommy and daddy didn?t take the pet to the doctor is heartbreaking.
  4. Utilize ?at home? remedies whenever possible. Minimize bad breath by feeding your pet a raw turkey neck or slightly cooked carrots. Banish ear mites with mineral oil. Reduce trips to the groomer by brushing the pet?s coat daily. Include Brewer?s yeast and garlic in their diet to keep fleas at bay. Learn to clip sharp nails at home. (This may be a two person job!)
  5. Skip the expensive toys. Animals are like children ? easily distracted and quite simple to entertain. Your pet doesn?t need a $10 toy to be happy. Throw a stick. Dangle a string. Making toys at home with readily available material can save you hundreds over the life of your pet. Don?t be taken in by bright colors and squeaky components; your furry friend will be just as happy with a tennis ball or an empty paper towel roll.

?

Children should be raised around animals. Having a pet can teach them important lessons in responsibility and unconditional love. So, even if you can?t teach Fido any new tricks, you can try some of your own to save on his expenses. (And put the extra money towards your kids? GradSave accounts!) Who knows, you might just grow to love the furry four-legged creature, especially after all the kids go off to college.

Learn more tricks, tips, and ideas for saving money and funding your kids? college funds by reading the rest of the GradSave blog.?

Communication Sciences and Disorders | CHSpeaks

When I first heard about Catholic Health Services, I had no idea what the company was or the services that they provided.? I had the opportunity to have a summer internship so I decided to look into the company and what I found out was amazing.? The company is so much larger than I had thought, with many facilities offering different services. In the beginning, I didn?t think I would be able to relate this internship to my major, Communication Sciences and Disorders, but I found out that some of the facilities offer Speech Therapy! I went to visit St. Anthony?s Rehabilitation Hospital and met the head of the Speech Therapy department.? She gave me a lot of information about the service they provide.? Their work is geriatric, meaning they work with older patients.? Most of their patients have lots of speech problems due to health issues such as suffering a Stroke.? What I found very fascinating was that articulation disorders and stuttering is usually only in children.

Vietnam's tiger farms are called trafficking hubs

AN BINH, Vietnam (AP) ? Conservationists allege that Vietnam's 11 registered tiger farms are fronts for a thriving illegal market in animal parts.

The activists say that Vietnam's loosely regulated farms are used to "launder" illegally caught wild tigers, which are mixed in with stocks of legitimately bred animals, and that?products from their carcasses are later sold on the black market.

The Vietnamese government says the tiger farms are aimed at breeding of tigers for "future reintroduction programs." However, domestic-bred tigers have so far not been successfully introduced into the wild.

Conservation group WWF this week ranked Vietnam as the worst country for wildlife crime.

The illegal wildlife trade is worth an estimated $8 billion to $10 billion per year in Southeast Asia alone.

(AP) ? Fred Willard said his recent lewd conduct arrest at an adult movie theater was "very embarrassing" but insisted he did nothing wrong.

"It's the last time I'm going to listen to my wife when she says, 'Why don't you go and see a movie?'" Willard said during an appearance Thursday on Jimmy Fallon's NBC show "Late Night."

The 72-year-old actor and Fallon cracked racy jokes about possible titles for the movie that might have been playing when Willard was arrested July 18 during a routine check by police at the Hollywood-area theater.

Then the conversation turned serious for Willard, whose credits include the movie "Best in Show" and guest roles on "Modern Family" and other TV shows.

"Fred, I know this must be a tough time," host Fallon asked.

"It's very embarrassing. It's as embarrassing as hell," Willard replied. "But let me say this: Nothing happened. I did nothing wrong. Everything is being sorted out as we speak."

He has great respect for the police, Willard added, "but if you're in the wrong place at the wrong time, everything seems suspicious."

He's tried to laugh it off but the incident is "very painful," said Willard, who was fired as narrator of the new PBS series "Market Warriors" immediately after his arrest.

The Los Angeles City Attorney's office determined that Willard's case was eligible for a diversion program that will keep him from being formally charged with lewd conduct if he completes the required courses. Willard will pay $380 for the program.

Talk shows can be useful for celebrity efforts at damage control. In 1995, Hugh Grant visited Jay Leno on NBC's "Tonight" after being arrested with a prostitute on Hollywood's Sunset Strip.

Fallon was sympathetic to Willard.

"You're a good man. ... You're one of my favorites," Fallon said, then needled him with, "You can come to our show and do whatever the heck you want, except for certain things."

Willard was nominated four times for Emmys for guest roles on "Modern Family" and "Everybody Loves Raymond." In Pixar's 2008 hit "WALL-E," he voiced the character of Shelby Forthright, the CEO of a ubiquitous big-box chain called Buy'n'Large.

In addition to "Best in Show," Willard has also appeared in other Christopher Guest mockumentary films, including "This is Spinal Tap" and "Waiting for Guffman."

Willard is hosting "Trust Us With Your Life," an improv series airing this summer on ABC.

Rupert Sanders and Kristen Stewart: Did They Have Sex?

Kristen Stewart and Rupert Sanders made it to first base, that much cannot be denied.

Each has apologized for his/her actions and photos of the actress and director make it clear they were engaged in a game of tonsil hockey.

Kristen Stewart in San DiegoRupert Sanders Photo

But an exclusive Gossip Cop report backs up Stewart's labeling of her dalliance as a "momentary indiscretion," stating the star and her Snow White and the Huntsman director only "kissed passionately."

They NEVER HAD SEX, a source tells the site.

This clearly doesn't get either completely off the hook. But will the information be enough for fans to ease up a bit on Kristen? Will it mean Sanders remains with his wife and two children? And, most importantly to Twihards, will it cause Robert Pattinson to turn around and move back in?

Senate ready for symbolic showdown on tax cuts

WASHINGTON (AP) ? Senate leaders moved toward a showdown Wednesday with votes on rival Democratic and Republican plans for extending broad tax cuts that will otherwise expire in January.

In an announcement that seemed to surprise Democrats, Senate Minority Leader Mitch McConnell, R-Ky., said on the Senate floor that he was accepting a Democratic offer to hold back-to-back roll calls on both parties' bills, with each measure requiring just a simple majority for passage.

The new plan puts pressure on Democrats to avoid an embarrassing defeat of their own tax cut plan, which closely resembles proposals by President Barack Obama to extend tax cuts for all but the nation's highest earners. Republicans want the top earners to keep their tax cuts, too.

It also raises the stakes for some Democratic senators in close re-election races. The Democratic measure includes items like a sharply higher tax on inherited estates, which could be an issue in states with a high cost of living or with many farms and ranches.

"A vote for the Democrat plan is a vote to put these farms and ranches out of business," McConnell said.

Until now, the Senate had planned to vote only on the Democratic bill under rules requiring 60 votes to allow debate to proceed. Democrats would not be able to reach that number, but it is often easier for wavering lawmakers to vote for such a procedural motion than it is to vote for a bill on final passage.

"The only way to force people to take a stand is to make sure that today's votes truly count," McConnell said, adding, "Nobody on the other side can hide behind a procedural vote while leaving their views on the actual bill itself a mystery to the people who sent them here."

Even so, Senate Majority Leader Harry Reid, D-Nev., expressed confidence.

"Our bill has the support of President Obama, has the support of the Democratic caucus, it has the support of the American people," he said.

In a statement, the White House restated its backing for the plan.

"All sides agree on the need to extend the tax cuts for the middle class," it said. "This legislation reflects that consensus, and should not be held hostage while debating the merits of another tax cut for the wealthy."

Democrats have little margin for error. There are 51 Democrats and two independents who usually vote with them.

Sen. Joseph Lieberman, I-Conn., said Wednesday that he will vote against the Democratic bill because he thinks lawmakers should instead be trying to reduce the deficit. Sen. Jim Webb, D-Va., seemed to indicate that he would vote "no" as well, saying he would not vote to increase any taxes on earned income such as salaries.

Vice President Joe Biden was available and could be brought to the Senate to cast a tie-breaking vote if needed, White House and congressional officials said.

Even if the Democratic bill is approved, its significance remains no more than a political statement because it has no chance of surviving in the Republican-run House.

There are 47 Republicans in the Senate, and their measure seems certain to fail. The $405 billion GOP measure would continue tax cuts for everyone next year, including the highest earners.

The $250 billion Democratic bill would continue tax cuts through 2013 for everyone but individuals who earn at least $200,000 yearly and couples making $250,000.

Those taxpayers would face top rates of 36 percent and 39.6 percent, respectively, instead of today's 33 percent and 35 percent. That would mean higher taxes for 2.5 million households, or 2 percent of all 140.5 million tax returns, according to 2009 data from the Internal Revenue Service.

Democrats say levies on the wealthy should rise because all income groups should contribute to deficit reduction. Republicans say those tax increases would burden the owners of many companies, leaving them less money to create jobs.

The Democratic bill also would let the top estate tax rate grow to 55 percent next year, with only the first $1 million in an estate's value exempted.

Republicans would renew today's milder 35 percent top rate, exempting the first $5.12 million. Congress' nonpartisan Joint Committee on Taxation says the lower Democratic threshold would affect the owners of 55,200 estates whose existing rates are projected to expire next year ? a tiny percentage of Americans, but far more than the 3,600 who would be exposed under the GOP's terms.

Democrats would impose top tax rates next year of 20 percent on dividends and capital gains, two sources of income enjoyed disproportionately by the wealthy. The GOP top rate would be 15 percent.

The GOP bill ignores some tax breaks for low- and middle-income families that Democrats want to extend for college costs; large, some low-income couples and large working families; and for families with children.

All were part of Obama's 2009 stimulus bill, which Democrats say were meant to be permanent but Republicans say were only a short-term response to the recession.

House Speaker John Boehner, R-Ohio, was ready to push legislation through his chamber next week that closely mirrors the Senate GOP measure. Republicans there introduced their bill on Tuesday, accompanied by another measure designed to speed work next year on legislation overhauling the entire tax code.

Taking the IB Diploma in London | British School

London is one of the most vibrant and fascinating cities in the world. It also boasts an outstanding academic heritage, making it the ideal location to study for the International Baccalaureate Diploma qualification.

?IB diplomas offer one of the world?s most respected educational options available for 16-18 year olds. However, the experience of moving to a new country can be a daunting prospect for anyone. With this in mind, here is a guide to settling into London life during your academic years.

?Accommodation

?Finding the right accommodation when studying in London is vital. A comfortable home-away-from-home environment will make settling into a brand new city a much easier process. It will also give you the best chance to create excellent study habits for the academic period ahead.

?Homestays are one of the best styles of accommodation available for international students. During a Homestay, international students live at home with a UK family. This is the best way to get involved with all aspects of English life and culture, from fish and chips with mushy peas to football on weekends.

?Homestays are also a great way to develop your English language skills, and all Homestay families are chosen for their willingness to help teach and support new students studying in the UK.

Another form of accommodation worth considering for longer stay students is the Homestay Plus style of living offered by IC Schools. Situated in a?large Victorian house in Tollington Park, Homestay Plus is run by two fully qualified teachers with Special Education Needs backgrounds.

Equipped to cater for 10 Co-Ed students, Homestay Plus includes all of the facilities students require to excel, including dining and lounge areas, broadband Wi-Fi and a TV room and garden.

?The course

?The IB diploma is one of the most highly respected academic options available for students aged 16-18. It?s considered on a par with Advanced Placements available in the US and is recognised as being level with, if not superior to, the UK?s A-Level system.

?The programme is taught over two years and students undertake 6 subjects during this time. Each subject is selected from a subject group, which includes two Languages, an Experimental Science, an Art/Elective, a Mathematic and an Individuals and Societies module. There are also three core components, which include Theory of Knowledge, Action and Service and an Extended Essay.

?Because the IB Diploma is regarded as a challenging and demanding education for young people, the best course providers are those who offer tutorial style learning. This provides a more hands on education, greater access to teaching and resources, and the best available preparation for life at university.

?Being in a new city

?When you move overseas for the first time, it?s not uncommon to feel a sense of disorientation from the new world around you. This feeling is known as culture shock. For students moving to the United Kingdom from abroad, culture shock is experienced from coming into contact with new foods, religions, fashions and various other day-to-day activities.

?London is a diverse melting pot of cultures from all over they world, so students need to be prepared to encounter new ways of living on a daily basis. As well as being an exciting experience, for students studying the IB diploma residential London life offers the opportunity togain a greater appreciation of the world around them.

Romney seeks independent probe of White House leak

RENO, Nev. (AP) ? Republican presidential candidate Mitt Romney on Tuesday called for an independent investigation into claims the White House had leaked national security information for President Barack Obama's political gain, part of a searing speech that marked a wholesale indictment of the Democrat's foreign policy.

In a race that has so far focused almost entirely on the sluggish economy, Romney also critiqued Obama's handling of Iran's nuclear threat, the violence in Syria and relations with Israel during a speech to the Veterans of Foreign Wars convention.

In his first foreign policy speech since emerging as the likely Republican presidential nominee, Romney accused Obama of putting politics over national security, a serious charge that went straight at a policy area where national polls show the president with the edge.

The turn also was a reminder that the increasingly biting campaign, which paused over the weekend in deference to the deadly movie theater shooting in Colorado, was on again in earnest.

"This conduct is contemptible," Romney said of the leaks of classified information. "It betrays our national interest. It compromises our men and women in the field. And it demands a full and prompt investigation by a special prosecutor, with explanation and consequence."

Attorney General Eric Holder has appointed two federal prosecutors to get to the bottom of the leaks, but Romney suggested that wasn't good enough. The White House has rejected calls for a special prosecutor, saying there is no need for one.

Romney stopped short of accusing Obama specifically of leaking information that includes details of the mission that killed Osama bin Laden last year. He made the charge as he prepared to embark later Tuesday on a trip to Great Britain, Israel and Poland and meetings with a host of foreign leaders.

Obama has strongly rejected the leak accusations that, until Tuesday, had been contained to Republicans in Congress.

During a news conference last month, he called the accusations "offensive" and "wrong."

White House spokesman Jay Carney responded Tuesday by saying Obama "feels extremely strongly about this" and noting Holder's appointment of the two federal prosecutors to investigate.

"The president has made abundantly clear that he has no tolerance for leaks and he thinks leaks are damaging to our national security interests," Carney said.

Reflecting the campaign's recent attention to veterans, Obama added a visit Tuesday with some of them to his fundraising schedule in Portland, Ore., before flying to an event in the Seattle area.

Obama slid into a blue vinyl booth with three middle-age veterans who were among the lunchtime crowd at Portland's Gateway Breakfast House. The conversation turned quickly to veterans care, including those who live in rural areas.

Campaign spokesman Ben LaBolt said Romney was resorting to "cheap attacks" on the president "that lack credibility."

Romney referenced comments from Sen. Dianne Feinstein, who said Monday that the White House appeared to be behind some leaks of classified information. The California Democrat, who chairs the Senate Intelligence Committee, said she was convinced Obama himself did not didn't leak secret information.

It's been a simmering Republican complaint, quelled little by Holder's action, in response to leaks about the bin Laden raid, as well as U.S. involvement in cyberattacks on Iran and about an al-Qaida plot to bomb a U.S.-bound airliner.

Feinstein said Tuesday she was "disturbed by these leaks."

"I regret that my remarks are being used to impugn President Obama or his commitment to protecting national security secrets," she said in a statement.

Romney, a former Massachusetts governor with a business background, has for months aggressively raked Obama's stewardship of the economy. Polls consistently have shown voters see Romney as better able to handle it.

But Romney has been unable to cut into Obama's edge on national security issues. The administration's counterterrorism fight against al-Qaida and especially the killing of bin Laden has undercut the label Republicans have long attached to Democrats as soft on defense.

Romney called for a total cessation of uranium enrichment in Iran, and proposed tying foreign aid to Egypt to peaceful relations between Egypt and Israel.

He called for strict enforcement of sanctions against Iran and pledged to use "every means necessary to protect ourselves and the region."

But the speech was more criticism than proposition.

Romney said Obama had alienated Israel and other key U.S. allies such as Poland and the Czech Republic.

He derided as politically motivated Obama's candid comment to the Russian president that he would have more flexibility to deal with Russia after the election.

Vice President Joe Biden hit Romney for "reflexively" criticizing Obama's policies without offering alternatives.

"When he does venture a position, it's a safe bet that he previously took exactly the opposite position and will probably change his mind again and land in the wrong place ? far out of the mainstream," Biden said in a statement.

Romney also suggested that politics is driving Obama's push for defense cuts and warned the spending reductions would weaken the military. "Strategy is not driving President Obama's massive defense cuts," Romney said.

The automatic, across-the-board cuts of $1.2 trillion to defense and domestic programs are slated to begin on Jan. 2 unless Congress comes up with a plan to avoid them. They were set in motion after a bipartisan congressional "supercommittee" failed to come up with an equivalent amount in cuts.

Republicans have tried to pin the looming defense cuts on Obama, but GOP members in the House and Senate voted for the reductions last August as part of a far-reaching bill that raised the nation's borrowing authority and implemented cuts to reduce the growing federal deficit.

Obama made that point in his speech to the same group on Monday.

"There are a number of Republicans in Congress who don't want you to know that most of them voted for these cuts," Obama said. "Now they're trying to wriggle out of what they agreed to."

It's also a local campaign issue in competitive states such as Virginia and Florida, states with a large military civilian workforce.

But the criticism of Obama on military spending could also help Romney, who faces scrutiny in these states for proposing a 10 percent cut in the federal workforce that would affect military and defense jobs.

A NBC/Wall Street Journal poll published Tuesday showed Obama is seen as a better commander in chief, 45 percent to 35 percent. Last week, a CBS News/New York Times poll found 47 percent of voters said Obama would do a better job handling foreign policy, while 40 percent chose Romney.

Software outsourcers fight for human resources | SaigonMoney.com ...

The fierce competition for skilled labor between software outsourcers has led to a rising trend of job hopping in this industry.
Chu Tien Dung, chairman of the HCMC Computer Association, told the Daily that the job-hopping ratio in the software outsourcing sector has surged by nearly 20% as industry players are grabbing their rivals? employees given a labor undersupply.

These companies prefer experienced people, Dung said. Certain firms have even committed an act of unhealthy competition. The bottom line is many companies put quick profits first but lack long-term investment in human resource development.

The demand for information technology (IT) specialists has far exceeded the supply. As a result, enterprises are facing constant job-hopping and sharp rises in wages.

The increasingly high specialization of software outsourcing and continuous personnel changes have sent the market shrinking as enterprises do not employ people who are trained from scratch but experienced ones.

Vuong Bao Long, human resource manager of LogiGear Vietnam, specializing in software testing, said LogiGear had been hurt in the fierce battle for staff. He stressed other software companies had sent emails to engineers of his company and offered attractive salaries.

?Many companies will, at all costs, hunt for experienced people when they have projects. But they will terminate their labor contracts when the projects are done. There are certain companies having proposed transferring their employees to other firms. This leaves an adverse impact on the labor market,? Long said.

Other software outsourcing companies like CSC, Global CyberSoft and TMA are also struggling with this pressing issue. They said the unhealthy competition was initiated by some foreign-invested and local newly-established companies, but they declined to reveal the names of those firms.

Under the pressure caused by the fight for human resources, multiple companies have offered their employees higher salaries, a better working environment and opportunities for promotion. In addition, software outsourcers have joined hands with the HCMC-based colleges to boost the number and the quality of IT students to create a more stable labor supply.

However, Long said these measures could only help remove the tip of the iceberg. He proposed the authorities should intervene to remedy this situation.

BMO Economics Releases Forecast for Income-Producing ...

TORONTO, ONTARIO ? (Marketwire) ? 07/24/12 ? The continued strength in Canada?s real estate industry, along with the expectation of low interest rates in the medium term, should provide added appeal for investors looking for income-producing commercial real estate properties, according to BMO Economics.

?After a severe and protracted market downturn in the 1990s, the commercial real estate industry in Canada has been characterized by cautious development and prudent lending practices,? said Earl Sweet, Senior Economist and Managing Director, BMO Capital Markets.

Mr. Sweet noted several factors that make the sector attractive for investors:

-- Supply is limited, with vacancy rates lower than historical norms across segments in many cities. -- Risk-averse operations have helped to improve balance sheet performance of developers, construction firms, and realtors. -- Robust corporate performance - along with lending discipline - have maintained the quality of real estate loans at a high level. -- Ultra-low interest rates have supported real estate development and prices in Canada.

?The commercial real estate industry benefits from the healthy condition of Canada?s financial institutions, the participation of large, well funded operators and institutional investors, whose long-term objectives reduce volatility during downturns,? stated Mr. Sweet. ?Higher occupancy ? spurred by steady growth in employment, manufacturing, wholesaling, and retailing ? is reducing office, industrial, and retail vacancies, while lease rates are edging upward. Meanwhile, large U.S. retailers are targeting what they view as the underserved Canadian market for expansion.?

?The strong commercial real estate fundamentals also extend to the owner-occupied market, where businesses own commercial properties for their own use. There is strong demand for these properties by users, who are often able to lease out part of the property for additional rental income,? said Steve Murphy, Senior Vice President Commercial & Treasury Management, BMO Bank of Montreal. ?Now may be a particularly good time for businesses to invest in commercial property for their own use. BMO provides mortgage financing for owner-occupied properties, where the primary financial strength of the business can support the loan,? added Mr. Murphy.

Mr. Sweet noted that the market is likely to grow at a more tempered pace this year and next, with Canada?s economic growth expected to ease to 2.0 per cent. ?Furthermore, the still-unresolved Eurozone crisis and slowing momentum in the United States and several major emerging markets will continue to weigh on investors? risk appetite and adversely affect the industry in the short run.?

In Canada?s largest business centres, BMO Economics commercial real estate outlook revealed:

-- Toronto - Canada's largest commercial real estate market significantly bolstered its recovery in 2011, supported by stable consumer and business confidence, the health of the financial services sector, and an upturn in manufacturing. -- Montreal - Montreal office vacancies fell from close to 11% in mid 2010 to 8.2% at the end of 2011, but jumped to 9.2% during the first quarter of 2012 on softer employment in the business and professional services industry. However, a recovery in that industry in Q2, continued growth in financial services, and limited new supply should help stabilize the market. -- Vancouver - The ongoing lack of supply has maintained higher pricing in all commercial property asset classes in Vancouver. This, along with low bond yields and volatile stock markets, is driving traditionally conservative investors into commercial real estate. -- Calgary - The industry in Calgary has rebounded rapidly since the recession, bolstered by strong growth in employment, retail sales, and investment in resource-based and supporting industries."
